Try adding this dependency to pom

Platform dependent settings should be written in .m2/settings.xml to separate from pom.xml.

It remains to be tested : JAI installation and .m2/settings.xml on Windows platform.

I tested and I think after reading the web for 2 days,
reading desperate threads, trying many options,
installing manually JAI in windows (yes, in Windows) and in maven,
configuring xml graphics with some property files,
we managed to have images read by JAI (that at the end uses old ImageIO)
correctly passed to XmlGraphics that correctly serves them to FOP.

All this mess to load 1 jpeg image ???!!!?
This JAI is a very useful product ;-)

Images now apparently work, they work in windows (tests and swing) and they work on my Ubuntu server.
